How Do State Laws Define Personal Data?

New York § 349-a: any data that identifies or could reasonably be linked, directly or indirectly, with a specific consumer or device. Maryland HB 895 borrows the definition from its 2024 Online Data Privacy Act and excludes de-identified and publicly available information.
